Financial Contract Settlement Price is the actual price that the contract is settled on. How this is computed depends on the setting of Market Pool Type:

Gross Pool

The settlement price depends on the setting of Contracts Hand-off Point.

Net Pool

Settlement Price = Floor Pricei.e. in a net pool the contracts are out-of-market and so the settlement price and quantity are fixed.
