Fuel Offtake is the total of all Fuel consumed by Generators using the fuel either for Generation or for starting.
In reporting, only the fuels used for generation are included in the output set of Generator Fuels collection thus Fuel Offtake is calculated as:
Offtake = ∑ ( Generators ) ( Offtake ) + ∑ ( Generators Started ) ( Start Fuel Offtake )
