Description:	Short-run marginal cost (Fuel + VO&M + Emissions)

Heat plant SRMC is the marginal (incremental) cost of HeatProduction, i.e. the variable cost associated with providing one more megawatt of GJ, and is defined as:

SRMC = Fuel Price x Marginal Heat Rate + VOM Charge

If the heat production is zero, the simulator reports the SRMC at Max Capacity.
