Description:	If regions/zones can share capacity reserves to meet requirements

LT Plan Allow Capacity Sharing switches on the optimization of sharing of capacity reserves between regions and/or zones for the purposes of satisfying capacity reserve constraints such as Region Min Capacity Reserve Margin. Capacity sharing will only be used for those regions and zone for which capacity reserve target is set. See the LT Plan article for more details.
