Description:	If LT Plan should sculpt maintenance derating according to the inverse of load.

LT Plan Maintenance Sculpting controls how generation capacity is de-rated in LT Plan. The option can take the following values:

False (value = 0)

Generator Maintenance Rate is applied uniformly in derating generation capacity.

True (value = -1)

The Region Maintenance Factor is used to sculpt the derating such that more capacity is available at times of higher Load.

When the Maintenance Sculpting is set to True and the Region Maintenance Factor is not defined, the Region Maintenance Factor will be calculated also using the PASA Maintenance Sculpting.
