Line Export Limit is the maximum flow allowed on the line and accounts for Max Flow and Max Rating inputs:
Export Limit = MIN( Max Flow, Max Rating)

Note: If Line Constraints are in place that restrict line flow, this can change the maximum allowable flow on the line and the reported export limit.
