Production Cooling States Enabled setting indicates if generator cooling states are enabled.
When cooling states are enabled (default) all defined bands of Generator Start Cost are modeled (in chronological simulation phases). When cooling states are disabled, only band two (if defined) is used , otherwise band one if only a single band is defined.
