Region Fixed Cost Scalar is used in the LRMC Recovery dynamic mark-up algorithm. It scales, internal to the simulation, the Generator Fixed Costs without affecting the reported costs. Thus this property is used to increase or decrease the amount of fixed costs that Generators will attempt to recover and thus influence the Mark-up values calculated.
