Region Uplift Detect Active Ramp Constraints can take these values:

False (value = 0)

Generator costs are included in the calculation of uplift regardless of whether or not the generator is ramp constrained in any one period.

True (value = -1)

When a generator is detected to be running up or down at its maximum ramp rate (see Max Ramp Up and Max Ramp Down), or on its start profile (see Start Profile), then the costs in that period are not included in the calculation of uplift.
