Description:	Penalty for violation of maximum rate of release constraints

Storage Max Release Penalty is the per unit penalty for violation of the Max Release and Max Generator Release constraints. If either constraint is violated the incidence, violation and costs are reported as Max Release Violation Hours, Max Release Violation and Max Release Violation Cost respectively.

• Any negative value for the penalty indicates a 'hard constraint' and no violation may occur.
