Description:	Start day for mapping file data to weeks (0=automatic, 1-7=weekday, -1=hydro weeks)
Detail:

Data File Week Beginning overrides the definition of weeks that would otherwise be controlled by Horizon Week Beginning. This allows fine control over mapping of weekly data in the file to weeks in the horizon.
