Facility Initial Hours Up is used to set the initial (t=0) operating state of a single-unit facility when used in combination with Min Up Time, Min Down Time, Max Up Time, Max Down Time or multi-band Start Cost. If you define this property you must also define Initial Production. Only one of Initial Hours Up and Initial Hours Down can be non-zero.
