Facility Units Started is the number of units that started up in the period and is defined as:

Units Started_t = MAX(0, Units Operating_t - Units Operating_(t-1))

where:
t indexes the time interval; and
Units Operating₀ is defined by Initial Units Operating

In summary reporting this is  the total number of unit starts that occurred in the period.
