Fuel Heat Value defines the heat content of the fuel allowing Fuel Price to be input per raw fuel unit e.g. tonnes instead of the default energy value e.g. gigajoules.
Example:

In this example the default display unit of "GJ" is used, but the fuel
"Oil" is defined with a price based on a heat value and price per
other unit, which might be tonne for example. The two fuels end up
with the same price per gigajoule.
