Description:	Controls how [Min Down Time] is applied after outages.
Detail:

Generator Min Down Time Mode applies to Min Down Time and controls how that constraint is applied after outages. The following values are allowed:

Relaxed (value = 0): Min Down Time will be relaxed if a forced outage occurs allowing the unit to come back online immediately the outage finishes.
Enforced (value = 1, default): Min Down Time will be always enforced including when units experience a forced outage meaning that the time out will be the maximum of the outage time and the Min Down Time.
