Description:	Controls when flow limits are enforced with regard to Transmission [Constraint Voltage Threshold].
Detail:

Line Enforce Limits can take these values:

Never (value = 0)

Line thermal limits are never enforced.

Voltage (value = 1)

Line thermal limits are enforced only if the voltage of the line (as defined by Voltage) is at or above the threshold defined by Constraint Voltage Threshold.

Always (value = 2)

Line thermal limits are enforced.

Contingency (value = 3)

Line thermal limits are enforced only for contingency analysis.

Note: when the line thermal limits are not enforced, the power flow is not bounded and there will be no violation or violation cost.
