Detail:

Production Forced Outage Relaxes Min Down Time controls whether or not Generator Min Down Time is enforced immediately after a unit goes out of service due to a Forced Outage.

By default the unit must continue to stay down for at least the Min Down Time hours. If you turn on this option then a unit can come back into service earlier, once the required repair time is completed.
