Description:	Basis for calculating generation cost for uplift calculations (cost-based or bid-base)
Detail:

Region Uplift Cost Basis controls how generation cost is calculated when uplift is enabled.

Cost-based (value = 1): Uplift is computed based on generation cost.
Bid-based (value = 2): Uplift is computed based on generator offers (Offer Quantity, Offer Price, and Offer No Load Cost).

In general one would set this to Bid-based when emulating the dispatch and pricing of a market using historical generator offers, but for forecasting it is more appropriate to use Cost-based.
