Description:	Indicates steps that should be skipped.
Detail:

Reliabilities Skip Steps indicates steps that should be skipped during ST Schedule. List of steps to be skipped is specified as time-series values indicating the steps to be skipped. A step is skipped if it is not the first step of the simulation, and all intervals within the step are marked as such.

Example:

In the following example, all intervals in January 2017 are to be skipped, except those in January 16^th. Since the ST Schedule daily steps, only 2 steps will be evaluated,January 1^st and January 16^th.
