Description:	If the Scenario data are locked for editing.
Detail:

Scenario Locked sets the lock status of the data associated with the Scenario object. It can take these values:

Unlocked (default, value = 0)

The Scenario data are unlocked and can be freely edited.

Locked (default, value = 1)

The Scenario data are locked and cannot be edited/deleted or added to.

Note that this lock applies only inside the Graphical User Interface and does not have any effect in the simulation engine.
