Cournot Perfect Competition Net Import is the net of imports and exports to/from the Region in the perfect competition solution i.e. before the Nash-Cournot game is played:

Perfect Competition Net Import = Perfect Competition Demand - Perfect Competition Production

NOTE: Net Import is opposite in sign to Region Net Interchange.
