Fuel Contract Cost is the total cost of fuel used under the contract and is defined as:

∑ ( Constraint Penalty Cost )

This sum is taken over the constraints defined by the Quantity and Take-or-Pay Quantity constraints. The penalty cost on the quantity part is the total cost of fuel bought under the contract, and the penalty cost on the take-or-pay part is the cost incurred when the take-or-pay limit is violated.
