Description:	If constraints should all be formulated upfront rather than checked iteratively.

Interface Formulate Upfront controls when the limit constraints for the Interface are added to the mathematical programming problem. The setting can take these values:

False (value = 0)

Constraints are added only when the Flow on the Interface exceeds the Max Flow or Min Flow.

True (value = -1)

Constraints are added during simulation initialization.

In general it is more efficient to add constraints only as needed but in some cases performance maybe improved by adding the constraints upfront, avoiding additional iterations.
