Description:	Method of interpreting zero values of the [Fixed Flow] property.

Line Fixed Flow Method controls how the Fixed Flow property is handled when it has a zero value:

Relax when Zero (Value = 0)

When the fixed flow value is set to zero the constraint is ignored i.e. the line flow is free to allow any value within its range.

Enforce Zero Values (Value = 1)

When the fixed flow is zero the flow is constrained to zero.
