Line Hours Congested Total is the number of hours the Line Flow is at or above its Max Flow or at or below its Min Flow. The summary version of this property reports the number of hours at Max Flow and Hours Congested Back the number of hours at Min Flow. Includes hours congested for base case and post-contingent hours.
