Description:	Coefficient in production definition of the number of units operating at the Facility

Process Secondary Outputs Units Operating Coefficient applies to each Facility implementing the process through the Facility Primary Process membership. It is the coefficient in the production definition equation of the Units Operating at the Facility. This input can be used to define an output Commodity that is, at least in part, a function of the units operating of the Facility, e.g. in a power system, the Commodity might be "Inertia" provided by an electricity generator.
