Description:	Level of unserved energy VoLL applies to

This parameter can be paired with Internal VoLL to define the notional cost of unserved energy as a function of the magnitude of the load lost.

Note:

• An extra band is automatically created after the last specified band to capture unserved energy levels up to infinity. The price of that band is set by Transmission Internal VoLL.
• The band values are cumulative e.g. the total unserved energy required to activate band three is the sum of Interval VoLL Level in bands one and two.

Example: In the example below, we have two bands of unserved energy along with their corresponding values. A cost of $1000/MWh is used for unserved energy up to 10,000 MWh and $2000 /MWh up to 20,000 MWh. Beyond that level, additional unserved energy is priced at Transmission Internal VoL.
