Description:	If security constrained unit commitment (SCUC) is enabled

Transmission SCUC Enabled toggles on/off the modelling of a security constrained unit commitment (SCUC). It can take the following values:

False (value = 0)

The SCUC constraints are off and generator unit commitment will occur without contingencies.

True (value = -1)

Generator unit commitment will respect all defined contingencies

Note that you must define Contingency objects to define the SCUC.
