Description:	Capacity Shortage (below Min Capacity Reserves)

Zone Capacity Shortage is the amount that Capacity Reserves is below the defined Min Capacity Reserves limit. It is defined as:

Capacity Excess = MAX ( 0, Min Capacity Reserves - Capacity Reserves )

Shortage is allowed only when the Capacity Shortage Price is defined.
