Description:	Peak load in the current capacity optimization period (e.g. year)

Zone Planning Peak Load is an output of LT Plan. It is the peak load used in calculation of reserve margins and in enforcing reserve margin constraints such as Min Capacity Reserve Margin. LT Plan enforces these constraints for the peak period in each year of the horizon. The Planning Peak Load is defined as:

Planning Peak Load = Peak Load + Purchaser Load Obligation + Contract Load Obligation

All taken at the time of maximum Load in the planning year.
