Item ID Column

This column is only used for Constraint Type = Emission. This Item ID column identifies the emission type being constrained (i.e. CO2, SO2, NOx), as specified in the Name column of the Emission Rate table, belonging to the Set ID.
NOTE: Resources must be associated with the corresponding Emission Rate Name for the constraint to be applied. For example, suppose that a constraint set limits CO2 emissions but that a particular resource assigned to that constraint Set ID does not have a CO2 emission rate defined (in the Emission Rate table). In this case the resource will not be constrained for CO2 emissions, but it may be constrained for other emission types if they are defined.
