This column is only populated for month and year time periods. The value reported in this column is the MW excess capacity after the reserve requirement has been met. The calculation is as follows:
Peak Capacity + Peak Net Imports - Target Demand
Target Demand is defined as (1 + PRM * .01) * Peak Demand
