Facility Fixed Production Violation is the violation of the Fixed Operating Level constraint and is defined as:

Fixed Production Violation = Production - Fixed Operating Level

or (for expansion facilities in LT Plan):

Fixed Production Violation = Production - Fixed Operating Level x Units

Note that violations are allowed only if the Fixed Operating Level Penalty is non-negative.
