Description:	Flow Path Max Flow during the outage

Flow Path Outage Max Rating sets the Max Flow associated with a Forced or Maintenance outage defined on the same band. The default value is zero means that the outage is total. To specify a partial outage use a value greater than zero and less than the Max Flow. See the Units Out topic for examples.
