Interface Ramp Penalty is the penalty for Rampi.e. changes in Flow on the interface. The penalty is applied to changes up or down in flow.
NOTE: In order to represent these penalties in the objective function the flow variables are split into directed arcs i.e. one variable for forward flow and one for backward flow.
