Description:	Capacity shortage (below Min Capacity Reserves)

Region Capacity Shortage is the amount that Capacity Reserves is below the defined Min Capacity Reserves limit. It is defined as:

Capacity Shortage = MAX ( 0, Min Capacity Reserves - Capacity Reserves )

Shortage is allowed only when the Capacity Shortage Price is defined.

Note that when LT Plan Allow Capacity Sharing is enabled, the reported Capacity Shortage is at the time of system peak load not at the time of region peak load.
