Description:	Long-run marginal cost of production

Region LRMC is the long-run marginal cost of production as calculated by LT Plan. It is defined as:

LRMC = ( Generator Pool Revenue + Capacity Payments ) / Load

This number represents the full cost of serving the load taking into account the cost of expansion as well as the cost of production.
