Description:	Scale factor for raw load figures (to convert as required to nodal load)

Region Load Scalar is used to scale the input Load. This is useful as a simple way of either:

• escalating loads over time; or
• scaling down loads to account for transmission losses; or
• creating different load Scenarios; or
• stochastic loads by linking the Load Scalar to a Variable.
