Description:	Reserve <name> has all generation below Reserve Cut-Off Size in <value> period(s).
Detail:

Message 22 occurs in the following circumstances:

• Reserve Cost Allocation Model is set to a value other than "None".
• The selected cost allocation model tries to allocate the Cost of reserve Provision to the selected generators in the Generator Cost Allocation collection.
• None of the generators have Generation above the Cut-off Size.

The implication of this message is that the costs will not be allocated in the identified simulation period. To remedy this reduce the Cut-off Size.
