Minimum Capacity Column

The Minimum Capacity column specifies the minimum dispatch capacity for non-cycling (commitment) and must-run resources. Depending on the Outage Scale Method used, this value is expressed as a percentage of resource capacity/capability.
NOTE: If a UBB Segment Size is specified, then this is a percent of the capacity after the UBB Segment Size is subtracted.
