Start Up Costs Factor Hot Column

This optional column is used as a multiplier on the base Start-up Costs value and should be between 0 and 1. The value of [Start-Up Costs]*[Start-Up Costs Factor Hot] represents the currency/MW start cost when the unit has a hot start.
