This optional column references a Set ID(s) in the Constraint table for either Emission or Link constraints, and may be a comma-delimited list of constraint sets.
To count the flow as negative flow/emissions, then add a prefix of a negative sign to the constraint Set ID (or alternatively make the flow/emission rate negative).
