This optional column is used as a multiplier on the base Start Fuel Amount and should be a number between 0 and 1. The value of [Start Fuel Amount]*[Start Fuel Factor Warm] is the amount of start fuel/MW needed for a warm start.

 NOTE: If the FUEL reference is specified for this variable the value in the Fuel Table will be applied.
