For this optional column, the acceptable inputs are <=,=, or >=. This is not universally applicable to all Rule Parameter options.
When the Rule Operator = Resource, then the logic works as follows:
For Rule Parameter = Committed/Committed MW, then:
If Commitment Optimization is selected, all three options (<=, =, >=) are available. This can be used to apply an upper limit on the number of units that are committed. This option is especially useful for limiting the operation of various configurations of CCGT units.
If Pool Commitment is selected, only the >= option is available.
For Rule Parameter = Generation MW, all three options (<=, =, >=) are available under both Traditional Commitment and Commitment Optimization. The user can specify a lower, upper, or equality constraint on the total generation of a set of resources. If no value is specified for the rule relation it is assumed to be >=.
For multi-link transfer limits:
This column is not used and is assumed to be equal (=). Full flexibility is offered with Upper and Lower Limits in the Rule Parameter column.
