Inertia Constant

This is the value to be used for the resource when participating in a Zone or Pool inertia constraint. The total inertia that a resource provides to the system is equal to [Inertia Constant]*[Max Capacity] if it is operating.
Note that for this to be used in the optimization the resource must be a commitment or must run resource or a storage resource with nonzero Minimum Generation and Minimum Charge values defined in the Storage table.
