Forced Outage Column
Units = MW
The number of megawatts of the resource on forced outage. This column reports capacity derates from the Risk Outages, standard FOR derates, and the Daily Change table.
Note that if a resource has both a maintenance derate and a forced outage derate, the maintenance derate will take precedence. For example, a 100 MW unit with a 10% FOR and a 10% Maintenance Rate will have a capability of 100*(1 - .1)*(1 - .1) = 81 MW. The Maint_Outage reported will be 100*.1 = 10, while the Forced_Outage reported will be (100 – 10)*.1 = 9MW.
