Facility Initial Hours Down is used to set the initial (t=0) operating state of a single-unit facility and is used in combination with Min Up Time, Min Down Time, Max Up Time, Max Down Time or multi-band Start Cost. If you define this property you must also define Initial Production. Only one of Initial Hours Down and Initial Hours Up can be non-zero.
