Description:	Short-run marginal cost (Fuel + VO&M + Emissions)

Generator Fuels SRMC is the marginal (incremental) cost of generation using the specified fuel and is defined as:

Fuels Shadow Price x Marginal Heat Rate + VOM Charge + Emissions Incremental Cost

Note that this equation uses the Fuel Shadow Price which reflects the incremental cost as seen by the optimization. Fuel Cost however is calculated based on the 'settlement price' or Fuel Price.
