Description:	Whether to provide Replacement Reserves during a generator's Min Down Time.

Reserve Prevent Replacement during MDT determines whether to provide Replacement Reserves during a generator's Min Down Time.

By default this setting is No. Setting the value to Yes introduces constraints that will prevent generators from providing replacement reserves during the minimum down time period. Note that this formulation adds binary variables to the problem that may negatively affect performance.
