Description:	Waterway flow optimization method (0=economic, 1=flow when spilling only)

Waterway Flow Control is a integer flag that controls the optimization of flows on spillways. It can take the following values:

Economic (value = 0)

The waterway flow is fully optimized, which might result in periods where flow occurs on the waterway when the storage is not full.

Flow When Spilling Only (value=1)

Waterway flow is restricted to times when the storage is full.

Note that use of this flag requires integer optimization and Max Flow set to a value other than the default (1E+30).
